I have the honor to inclose copies of correspondence between the Hon. Gardiner Austin, administering the Govt of Hong Kong, & myself, on the subject of direct communication between the Colonial Govt & the Chinese Autho? at Kowloong, on the mainland opposite the Colony.

My experience of the Governor's views in relation to Chinese Affairs, & the tone he thinks proper at times to adopt in his communications, lead me to the conviction that it would be inadvisable in every way to disturb the present system of reference through H.M. Consul. Indeed, Hongkong with immediate means of communicating with the Chinese Autho? would become, as in a great measure it already is,
